The Forsaken Fortress, while having the appearance of being abandoned far out at sea, was in reality very much occupied and defended. The Forces of Ganon resided here in absence of their Master, who was currently a stone statue at the bottom of the Sea. In place of Ganon was his most faithful servant, his own phantom which he had created.
Phantom Ganon was located at the top of the Fortress, watching and waiting for any chance or opportunity to restore his Master. However, at this moment he had witnessed no means to do so. Until he had found the proper method, he would continue building up his forces completely hidden from the outside world.
He floated a few feet above the ground of the balcony. His quarters were in a ship broken into two pieces, suspended by the rock of the island. He was pleased with the progress of his minions; they worked efficiently as they constructed ships, armor, weapons, and other 'tools' they would possibly need.
He heard the sound of a knock on the door of his quarters, and commanded them to enter. A large, armored soldier entered the room. The color of the metal was red, as was the color of all his commanding Darknuts. Without his helmet, the commander's face was that of a jackal-like creature. He bowed, and then began to give the daily report to Phantom Ganon. Among other things, three pirate ships and been successfully bribed to work for him, which would allow him to scan far reaches of the enemy sea more anonymously. Once the paper had been read, the phantom told the Commander to instruct the Pirates to begin searching everywhere they went for any sign of the Triforce, no matter how small. It was unlikely that such a scouting party would find anything, but there was nothing to lose in trying.
The commander left, and Phantom Ganon resumed overlooking the Island of the Forsaken Fortress. These pirates were only one of his 'scouting methods', as he had several other means of gaining information. He knew that eventually they would no longer have to hide here, at the edge of the Great Sea. Once they became strong enough, they would be able to declare war on the Hylians. However, until then, they would remain here, patiently watching and waiting.
